Price is the biggest consideration...
85k is pretty early to have grenaded an engine AND transmission.

I'd want the paperwork from the transmission rebuild. I'd then look into the shop to see if they know what they're doing. Then I'd want to know what the price of this car is. Oh, and since I'm assuming it's an automatic, I'd want to know if they installed the proper parts to mitigate the issues with the TCC lockup piston bore, or if any sorts of upgrade parts were installed to prevent long-term failure.
If you are not mechanically knowledgeable and don't have a Corvette specialty shop nearby, I wouldn't buy a C4.

This, there are fewer and fewer people that know how to service an older vehicle. The mechanical side isnt quiet as bad as the electrical, braking and other systems on these cars. If you are unable or uninformed your at their mercy.
If it is showroom immaculate, has full maintenance documentation since new including the latest rebuild, the rebuild was done by a well-known and well-respected transmission shop, and upgrade components to fix known weaknesses in the 4L60E were installed at rebuild time...then that ask is not entirely unreasonable.
If any of the above are not true, then the ask is astronomically off base. $11,500 is closer to what you'd see for, say, a 1996 6-speed with 90,000 miles in great shape.

I wouldn’t buy it, so you buy it for 11,500 put 20K miles on it over the next 4 years the it’s a 115K mile car with an engine and trans rebuild 4 years prior.
