Default Higher shift with TV-cable or governor weights?

I’m getting a new 700R4 beefed up trani. I want the shift point set at 6200 rpm. My builder tells me it can only be done using the TV-cable.
I always thought this is done by the different weights of the governor.
I need help before they put my trani together.

Find another builder! I'm not a transmission expert but the way to change shift points is with the govenor weights and springs. There is really only one correct postion for the TV-cable.

Please do not let this builder work on your 700R4.

The correct way to setup the shift points are with the GOVERNOR weights and springs.

There is only 1 correct setting for the TV cable.
