I am repainting my rotors on both sides excluding the pad area I taped off.
I used there primer and now painting everything else black.
My question is do I have to bake the rotors at 200 degrees for a hour or will the natural heat cycles do the same thing?

since you probably don't have a spare oven to bake them in, you could get a paint chemical smell in the house oven if you did them there, so ......................

I have them off vehicle now and it will be weeks before driving, So since I do not have a spare oven I will assemble and let normal curing take place.

I use an oven in my garage to bake my Powder Coated parts. It is never used for anything but powder coating it wouldn't hurt anything or poison anybody.
A Large Toaster Ovens that might be able to bake it and help cure it faster.
