Pulled the headlight switch out to put them on, went to push back in and now is all loose behind dash could not get lights off, it’s like it fell out of the bracket that holds it or whatever is back there. Does the dash pad have to be removed to access this?? Thanks

That depends on what's needed, to gain access to the mounting point to tighten the collar no the dash top stays on. But the dash Bezzle has to come out. The Dashboard top needs to be removed for switch replacement though.
It's not to uncommon for the plastic that the switch mounts to Crack and break away, which requires making a patch piece (thin large washer or trimmed to fit tin can lid) that will give you a new/restored mount point. If you need to do the mount repair then the Dashboard top should/ needs to be removed depending how badly broken.
For minor cracking thin washer or can lid, for total destruction 2 can lids sandwiching the broken plastic.
I the repair requires the backside closest too switch repair keep thickness to a minimum otherwise might have problems with lights going off
