Do you hear the motor running trying to raise the antenna, and it just doesn't go up? Or do you hear no sound at all from the antenna area? Try to turn key to Accessory position with the engine not running, have someone turn the radio on, and stand by the antenna so you can listen closely. If no sound at all, then potential relay or wiring. If you hear sound like the motor is running but antenna not coming up, then the plastic strap / gear engagement assembly inside the mast probably needs replacement.

My ground strap connecting near the radio antenna was broken and after re-attaching the wire the antenna started to work again. The particular ground strap was under the drivers side rear wheel-well and was hanging in the wind on my Corvette. I had ordered the parts to fix it but never needed them.
