Would anyone know What the inline resistor /capacitor is mounted inline between an orange and a lite blue wire found on left side of my steering stalk?
No Sir , It already has one of those. This looks factory crimped and soldered . This came apart during alarm removal . The alarm was causing a no pulse condition.

An after-market alarm or .......
Do you have the FSM for your '92?
You mention 'stalk' - do you mean the directional/cruise/wiper function lever? You had to remove the end cap to gain access?
It's the capacitor for the high mount brake light, which is the lt blue wire. There is also one on the white wire for the regular brake lights. Both are OEM. They are shown in the schematics for the brake light circuits. It is wired across the contacts of the brake switch to reduce arcing. The brake lights will function just fine without it.
I guess then 'steering stalk' in this case is the 'column'? Interesting
OP if you have the '92 FSM 8A-110-0 and -1 will display those capacitors that are mentioned. 8A-110-1 for the one you specified.
