I've recently purchased my first Corvette last week and I'm working to get it running again after sitting in a garage for 8 years.
Here is the breakdown the car will turn over but will not start, I checked the pressure in the fuel rail and it is at 0 psi. I can hear the pump prime when the key is put to the on position and I can hear it run again after I stop cranking. Now what I did next was replace the fuel filter then took the feed line off the pump and cycled the key to see how much pressure came out of the pump directly and noticed the fuel slowly coming from the pump as if it was only a few PSI of pressure so not sure if this is normal or not.

What year C4?? Did you clean the old fuel out?? Best thing is to clean out the tank and install a new pump and go from there.
It's a 1989 C4, now I didn't take the old fuel but the tank was almost empty so I just filled it up with new fuel. Now how much pressure should be coming out of the pump?
It's an easy job just to take the top plate off the fuel tank and the pump, filter sock and level float all comes out at the same time. It's cheap to replace the pump with just a stock one now, and change that filter. Using a flashlight, take a look inside the tank. If there''s any cloudiness of the fuel or any doubt as to its cleanliness, siphon out the fuel and let it dry out. Then you can use a shopvac to pull out any dirt out of the bottom of the tank. Filter the gas before you put it back into the tank. Make sure you get a new plate gasket. Good luck!

MORE! Just change the pump. You have all the info you need
Just an update for everyone I was able to get the car running, so pulled the pump today and noticed that where the Fuel pulsator/connector was there was a Rubber fuel line in it's place which was falling apart so every time I primed the pump it would just dump fuel back into the tank. Replaced the hose and the car fired right up. Now that being said the sending unit looks like it has seen better days so I'm going to replace the entire unit for piece of mind, now on to the next thing.
