Unplug the wiper motor to see if you get 12 volts, with a meter or a simple light, when you actuate the switch. Then check the ground as that is most often the culprit of electrical problems.
not on a corvette but I have had non functional wipers due to cracked solders in the pulse board on the wiper motor.
85 C4 no response from wipers when I turn them on at the switch. No motor noise such as hum rither
Find the schematic of the switch then you can ohm out each pin to the 12v input pin. Basically, clip your meter leads to the 12v terminal and one of the other pins, check the schematic to see which switch positions it should be open and closed and test it that way. I used that method to find out my c4 has a switch from a different model (the pulse signal terminal had 24k ohms on OFF and HI when it should have been open on those 2 positions).
