If you do youll have no choice but run Shorty headers. The gains from shorty's are minimal, like 5hp. Compare that to longtubes which will give 10-15hp.
As to whether youll LOSE any top-end, i HIGHLY doubt it.

We have emissions testing in No. Va., South Boston doesn't. I would keep it in mind though as the Feds are pushing and sooner or later the whole state will have to have testing.
The test includes the IM-240 active testing but in VA the inspectors are very lax about the visuals. As long as the numbers are OK it is easy to talk your way out of most situations.
My personal choice for Cat back would be Power effects. They are tunable but go for about $1000. I'm making do with open factory mufflers. They sound pretty good and the factory says it added 5hp on cars with both sides open.

I only wish I could find the power effects for an LT1 for only $1K. PE called me at home with a quote of $1265 on sale, this forum has them about that same amount. If someone has a source for $1K TELL ME! :seeya
