Engine turns off at 190
Not in 4th? So 3rd? Then it would go down the hill at something like 3500 RPM. IDK if the converter would be locked or not b/c I don't know that I've tried that. I had an '83 TA w/a 700 that would lock the converter in 2nd, 3rd and 4th at as low as 29 mph and stay locked under accel and decel up to a certain throttle point -about 40% IIRC...but I know different years and apps operate differently.
At city speeds, I doubt it (the trucks listed above) would even get into 4th gear and/or lock the converter.
I wouldn't try the test we discussed above at what I consider to be "City speeds".
