Without shorting anything, just key on engine off, does the check engine light come on at all? Possibly bulb is burnt out or previous owner removed. With A and B shorted key on engine off, you should get at the minimal check engine light 1 flash followed by 2 flash, repeat... The fan coming on may be a good sign that it's in diagnostic mode.
So not certain if I am doing it correctly. With just the key partially on I get nothing. I have to turn it partially on to where you would turn over a little more and engine cranks. I might be turning it on too far but with the key just partially on it get nothing at all no lights or anything.
Just turn to run if it cranks a bit No Point No Fowl just let go of key, is the Service Engine/Check Engine light on? Yes or No

Short it out and turn it to on but no turn over. No check engine light comes in at all and the fan cones on. I turn it on normally with no short and still no check engine light. Never noticed it but doesn’t the check engine light typically comes on just as a check then go out when you start it? Tomorrow I probably need to heck to see if the previous owner removed the bulb.
Thanks. I will check it tomorrow. I have a spare rebuilt cardone ecm sitting in a box. I have not changed it out yet as I am a little hesitant as on the details of it it said something about possibly needing additional relearns on it and I have no clue what that entails.
Relax if you pull the ECM for swap just open the little hatch Carefully Release the Lock Tabs push outward at same time tabs should push up prom out of mount, remove the Prom (blue plastic bar) Carefully install into other reseat the lock tabs.
