Bad battery and bad starrer
Was having issues with my 85 c4 as it wouldn't start and had low voltage on the battery, it fired fine from a jump start, so I pulled the battery charged it all the way up, and put it back in thinking it would be the end of the problems, nothing happened, electronics came on but no crank. took the battery to get tested and was not it had bad crank health. So new battery should fix it, got a new battery and plugged it in, and the same as before no crank. Now I'm thinking it may have been an issue with the starter and that killed the battery. Before I go taking off the starter I want to get a second opinion to make sure I'm going in the right direction.

clean your connections, bot at the battery and the starter first.
I had an intermittent starting issue and it turned out to be the copper contacts inside the starter solenoid were worn away. Check that before you replace the starter. It cost me $5 for new contacts.
