I recently bought an 89. The car has been sitting for years. The brakes do not stop the car AT ALL - 0% brake effectiveness. I cleaned and inspected the front pads and calipers and made sure all the pistons slide freely. The brake fluid reservoirs are full. Booster body is steel.
I separated the master from the booster and noticed the rod coming out of the booster was aimed down and away from the master. Is this normal? Is this rod typically loose?

there should be no play in the rod. you say that the booster is metal, good chance that the rod was not adjusted to accomodate the new aftermarket booster. i have not had to replace the booster but i think? that you will have to break your master/booster apart to adjust the rod. should be a nut on either the rod or the booster that needs to be loosened and adjusted. shooting from the hip here. maybe someone who has done this before can chime in and clarify the procedure, for everyone, including me. if you have a service manual for your car it will guide you thru the process.

Like SleezyRider stated, the rod from the booster needs adjusted to fit the master cylinder. By your description, it sounds like the PO did not get the rod into the master cylinder properly.
The instructions you have should get you where you have brakes again. Pretty standard Chevy stuff.
