I have a 84 vette and my right turn signal doesn't work. Whenever I go to turn right the light on the dash stays on and and the lights outside turn on but don't blink. But if I have the running lights and headlights on they don't turn on at all on the outside and the right turn signal indicator just stays on the dash until I turn the lights off. I have all new correct bulbs, but it was doing this before I installed them aswell so idk
I would have thought it was a bulb but you stated they are replaced

I have had this work twice before so you may try it it wont cost anything
Engage the emergency flasher for at least 30 seconds at least walk around the car and see if they are flashing as they should
Shut it off Then try the turn signals again
If they work for second or two then quit it's probably the flasher

You might have 40 years of petrified grease in your sockets.
That all needs to come out. I used a very thin-bladed screwdriver to dig it out of all of those grooves.
Or replace the sockets. They're inexpensive and available locally. I replaced a lot of mine after deciding it was more efficient and they get old and crunchy anyway over the years, so why not...
A lot of times you cant get a full twist on the bulb if that old crud isn't removed.
It is possible the hazard and turn signal flashers are the same part number if you want to try and swap them, I would check the part numbers on them before doing so but most sites that supply parts list them both as the same number. My FSM, parts and wiring diagrams are for an 87. I am not sure about the 84's locations, I am "guessing" one (hazard) is behind the drivers information panel (center stack) and the other (turn signal) is near the ECM on passenger side but again, I don't have an 84.

you probably have a bad socket somewhere. You'll have to wiggle them all while the signal is on and hope they blink when you do it. If it was the flasher, the other side wouldn't work either
The turn signal flasher operates by using the heat generated by the light bulb amps flowing through it, to bend a bi-metallic switch contact. If there's no amps, there's no heat. If there's no heat, then there's no on/off switching. I'd look at the bulbs themselves on the right side. I'm wondering if being 1157's, they could be turned in the socket, so that you're switching on the running light filaments instead of the turn indicator filaments. When you have the hazard light switch on, are the right bulbs as bright as the left bulbs? One other possible solution may be to replace the mechanical bi-metal flasher relay with a solid-state flasher.

look for a busted, or missing ground strap in one of the front turn signal/running light bulbs. literally just went through this exact same situation with my 91 c4.

and a broken ground strap that is not, or has intermittent contact with the base of the bulb will cause the exact same scenario. a quick check to see if it is the culprit is to check the hazards. if the dash indicators blink and you get all the lights flashing. you most likely have a bad bulb socket in the front of the car. there ared subtle year to year differences, but basically all year c4 are wired the same.

Does this mean if you turn only the headlights on the turn signal bulb will light ??

I had to change turn signal switch and brake light switch to fix turn signal problem

Does this mean if you turn only the headlights on the turn signal bulb will light ??
check all bulbs, check all power and ground in every socket, even the side markers. then check the flasher relay, helps to have the fsm for your year car. subtle year to year wiring differences.
