I read your post several times and I an not sure I understand what your request is. Is this a faulty horn, faulty alarm or are you just asking how the horn is wired up?

Just don't understand how both horns blow when the alarm goes off but hit horn button just one horn .. I guessing the alarm system goes through a different system and must bypass something for both horns to sound different that pushing the horn button ???
Looks like one relay to both horns with relay grounded by horn button or CCM. Not sure how it is doing what yours is. Hopefully someone who knows will answer. I would really like to know also.
Looking at the wiring diagram I imagine it has something to do with poor contact being made by your horn button or possibly a questionable ground on the switch side.
