If you have the dealership prep or sales paperwork you might get lucky and the prep tech had put the key cut codes or the knock out tabs in the sales paperwork ( we did wrote the VATs and the cuts) on the prep sheet.
If not it gets tricky from here the doors you can either get some used handles with keys it take your handles and cylinders to a locksmith, the ignition cylinder can be replaced by you with the help of you tube and the Forum. The VATs is the problem if you don't know the code and at the price of each key you're not making 1 for each code. The solution you find a Locksmith with the Interagater tool or by a resister for each code/buy a VATs bypass kit (resisters again) and test them 1by 1 until start up allowing 10 minutes between until success. Once you know the code you can get the key cut with the respective chip or leave the bypass in and run the basic key that came with the cylinder or run an earlier C4 non VATs cylinder https://www.corvettesalvage.com/c4-t...-1986-to-2004/
Local locksmith fixed me up. Cost around $50. I had 1 ignition key and no door keys. After proving I was registered owner they used Vin to get codes and made me two door keys and a new ignition key with correct VATS

You had a ignition key doors are easy and don't usually change, but cars that are 30 + years I would bet most have had the cylinder changed in its life time I know I was averaging 2or3 a week in the early Years. The big problem is the VATs code and hopefully a record search turns that they don't change either to often because that is a buried module
