The little rubber bit between it and the fuel sock I'd say yes. These come with them most of the time, and are worth buying separately if you don't already have one. The sheathing one? Less so. It's mostly for sound dampening, but there is a bit of shock absorption happening too so if you have one use it. You'd likely have to go out of your way to bend the assembly to fit the pump without one, and while that's not much effort the insulator is only a few bucks. I say do it the proper way and avoid having to worry about it later.
