Unless your state has a mandatory inspection, there is no one enforcing the federal requirement (at least at this time, who knows with the way things are going). I wouldn't worry about the cats.
Fact is all state, county, and local law enforcement are allowed to enforce federal laws, and cite, arrest if violations occur. With the way things are going it would not surprise me if we see a major crackdown on cars with faulty/altered emissions systems in the coming years.
They can't just make cars sold 25 years ago illegal, but they can make it so expensive to operate them that you are forced to buy an EV. Without getting political, the liberal agenda is being pushed hard to kill the internal combustion engine. Just something to consider if modifying your car, keep the OEM parts in case you need them. Just saying.

You talked about the government pushing EV well some places have already instituted this, But we as Gas/Diesel users are paying a Tax at pump but Home charged EVs and some Commercial stations are NOT PAYING a Rd use Tax. So more states are looking into how to charge and collect a Road fees.
