Default Advice on machining.

My 113 heads are in the shop for cleaning, pressure testing and warpage correction (if applicable).

What machining should I have done to accommodate a camshaft with up to .525" lift? Any specs for machining?

I'm trying to stay within a budget, are there a decent set of springs I can get that'll not break the bank?

Talk with your machinist, he or she should know what springs you will need.
