Default Fuel Sending Unit Signal

1996 LT1, replaced the fuel sending unit, because it was terribly rusted ( car had been sitting 4 years). I just got a refurbished instrument assembly, 10 gallons of gas in the tank (after a complete empty and cleaning) and still no fuel level when the ignition is in the on position. I removed and tested the sending unit and in varies in ohms as the float is raised and lowered.
Can't start the engine right now, as I have all the cooling lines removed and radiator drained preparing for removal and replacement.

I'm assuming the engine shouldn't have to be running, just the ignition in on position. Could someone please tell me where I might test the signal, closer to the panel, to verify wiring or give me another area to test? Thank in Advance.

No response.
I connected the variable resistor from the old unit and was able to see change on the display. I bent the float rod, on the NEW sending unit, to a point that I now see it register. After I get it road worthy and am spending less time on larger issues, I'll drain the tank, add 3 - 4 gallons and adjust it so I'm showing a bar and reserve.
