Same distributor cap and rotor after tune up

Does a tune up in a shop only include spark plugs and wires and not a new distributor cap and rotor?

I would have replaced the cap and rotor, especially with Opti spark. I guess it depends on the shops definition of "tune up". What does the estimate say?

If it's a trusted shop maybe you ask, BUT if your cap and rotor were known premium product maybe not. If they tell you 'only' that the proper cap and rotor wasn't available then that's less of a discussion. The invoice and your conversation with the shop prior to the work is important. What did you expect? Some might expect a fuel filter be included with a tune up.
