95- rear defrost problem

Default 95- rear defrost problem

My rear defrost has not worked in some time.
I replaced rear struts a while back and it did not correct the issue.
I checked the large 20 amp fuse under the hood #1 for interior lights, and the fuse in the passenger door area, and they are good.
The light comes on when I press the rear defrost switch. (auto climate control)
I can hear the relay click when I push the switch.
I tested the rear grid for resistance with a DMM, on the Ohm setting, and it show between .9 and 1.1 on several point, across the top of glass when opened, wire to wire, solder points on glass left to right, etc. On the bottom of glass when opened, I tested the long narrow horizontal strip and it reads .7. So I think all the grid is good.
I tested the contacts on each strut, and harder to make contact, but one read around 15 and the other around 40, not sure what these should read? But again, the defrost did not work with the old struts.
I suspect the relay, even though I hear a click, and have one on hand. I understand the relay is under the drivers side instrument cluster on the right of the steering wheel.
I need to remove the outer covering AND the metal bracket under the steering wheel to access the relay, correct?
Anything else to check before I lay on my back under the wheel?
