I'm having a no crank issue that started as intermittent..now its a steady no crank. Here what I've done to diagnose so far. Bypass the starter/vats relay with a jumper taking VATS out of the loop. I tested the ohms and I'm seeing the correct ohms at the vats module...but I still bypassed just to limit stuff. I jumped the neutral safety switch with a jumper. I connected one lead of a jumper cable to the negative side of the battery and to the block to make sure I have a good ground. I replaced the ignition switch. I'm not seeing any voltage at the starter signal post when cranking. The dash lights all come on..but still no crank.
What other components come into play to get the signal wire on the starter to see voltage? Ecu? Fusable link somewhere? Is there another starter relay somewhere? Behind the battery perhaps?
It looks like you bypassed all of the key components. On my 1988 and 1989, no start conditions were isolated to the starter enable relay. Started out as an intermittent issue and got worse.

The relay you replaced is the one behind the info panel. Correct?
Thanks. I think I'm going to drop the starter and see if its messed up. Can't think of anything else at this point. Maybe get rid of the pre cats..maybe not...lol

if you aren't getting voltage to the starter, then the starter isn't the problem.
However, I was having an intermittent no crank and the issue was the contacts in my solenoid were worn out. Rather than spend $100 for an Autozone Special, I went to a starter/alternator shop and bought new contacts.
