Does anyone have a diagram showing the pinout of the black and blue ignition switch connectors? As in, what each wire is...that would be greatly helpful.
8A10 in the FSM should help you sort what ever you're attempting to do. C1 is Black and C2 is Blue. The correct terminals are ID'd in 8A-10. What are you trying to do?

No crank issue. Not seeing any voltage at the VATS relay when cranking. It has a new ignition switch. Does the cranking side of the ignition switch have its own power lead? Or is it one power lead for all ignition switch positions? The cluster and everything powers up..just no juice to the vats relay. Where does the power wire(s) going to the ignition switch get there power from? I see a bunch of red wires near the battery and a power tap with a bunch of red wires connected. I wondering if I have a loose wire or toasted fusable link somewhere?
What are you calling VATS Relay? Does it CRANK when you jump @ the starter? 8A-10 is entire Power Distribution. Do you have the FSM(Factory/Field Service Manual)?

The relay behind the info center. No voltage on any pins in the relay when cranking. I expect to see voltage on one side.
I see 12v at the stater main lug. Nothing at the trigger wire when cranking. Grounds are good.
S203 is a considerable 'splice' - do you have power to all fuses end of dash? Stop/HAZ, Brake and all Circuit Breakers? Theft fuse center of dash? Wait until you have your FSM. If by chance you purchased a paper FSM, NOT all FSM would include the EDM(Electrical Diagnostic Manual) if yours doesn't have reach out and I can help you with the EDM and also a very good GM SPO Parts Catalog that would help with parts research for an early car. If you know that it doesn't I could help you sooner.
