Default Convertible Top

I recently bought a 95 C4 convertible, it looks like the headliner has come off the top its self. I’m wondering if the headliner should be attached to the top its self, or is this normal, so when lowering the top it folds up correctly without tearing the headliner? Thank you for any advice, you can give me, and your time.

The only place that the headliner isn't attached to the top is where the rear side of the windows seal, that part of it has velcro. Hope that answers your question.
