I've searched and found various threads about wipers that keep running and won't park until the ignition is turned off. When the engine is restarted the wipers park as they should. My C4 is a 1989.
Most of the threads about this same issue are years old, but now it seems the part I think I need is difficult to find. I think the problem lies in the cover that houses the circuit board and park mechanism. Some (all?) of the new and rebuilt wiper motors don't appear to include the cover, and I can't seem to find a cover with the circuit board as a separate part..
I've been putting up with the problem ever since I've owned the car but want to start driving it on a more regular basis. I took the cover off about a year ago and tried to clean what i thought was the problem and the wipers did park a couple times, but the first time I had to use the wipers in real-world conditions I was back to having to shut the car off and then re-start to park the wipers.

Have you tried unplugging the switch on the door and see if they still run?
My wipers did the same thing. As I remember there are a couple limit switches under that cover(my memory "might" be flawed there...) My car is a 1989 also. I took some contact cleaner such as Deoxit and soaked the cover plate components a couple times and let it dry. The contact cleaner cleans off oxidation in the switch contacts. It brought mine back to life and normal function. That was probably six years ago and the original wiper motor cover plate is working as it should. That might not fix your problem but it worked wonders on mine. I sprayed down the wiper control slide switch in the door panel as well. Old switches do not age well...
Thanks to both of you for the suggestions. I have not unplugged the door switch to see if the wipers stop, but will keep it in mind. I will take the cover off again for another cleaning. It did seem to work for a couple cycles when I last did that but will try to be more thorough in cleaning it.. Where can Deokit be found for purchase? I don't think I'd ever seen it in any local stores but then again I wasn't looking for such a product. I do have some electrical contact cleaner and if memory serves it's a product made by CNC. Whatever it is it evaporates almost as fast as you can spray it on a surface.
There are many brands of contact cleaner. Deoxoit, CRC, MG Chemicals. All these can be bought on Amazon. I've purchased contact cleaner in our local Ace Hardware where I live. And, if it doesn't solve your problem, it's useful under the dash and on all kinds of electrical connections. I even used it on our battery powered lawn mower. The battery contacts were badly tarnished/oxidized and wouldn't charge. I sprayed the battery contacts a couple times and let them dry. They are still charging. I used it on potentiometers...I've wiped the charge port contacts in my cell phone with the stuff. I have both Deoxit and the MG Chemicals cleaners here at home.
