Wiring Hanging Under Steering Wheel

Recently just bought a ‘84 C4. It definitely needs work and I’m trying to fix everything one thing at a time! Bought it with this wire hanging. Can’t seem to find where it goes or what it’s from. Can anyone help me? Thank you!

Appears to be for the courtesy lamp that should be in the lower IP shroud under the column.

Do you have the FSM(Factory/Field Service Manual) for your car yet?

I do not. Should I get the Manual? I see a lot of people have them!

Everything WVZR-1 said it's the Foot Well light, and Definitely get the True shop manual Hays and Chilton don't count also 84 has a couple of manuals a body & electric
