1990 automatic. Ignition won’t engage starter.

1990 automatic. Ignition won’t engage starter.
Turn key lights and accessories turn on. Turn to start lights go off like normal but nothing from starter. Brand new battery. Replaced ignition switch and cylinder. Vats bypass looks to be done already. Brand new starter verified to work. Car starts when jumping starter. Have to push throttle to the floor and feather to keep car running. When driving won’t go above 4000rpm and backfires. Sounds like lawnmower. Put injector cleaner in tank and put in another ignition coil. Not new just newer. All plug wires are good and in correct firing order. idles now about 70% of the time on all 8. Dies when put into gear. Everything works except for the ignition issue and the car running like a quadriplegic. Any thoughts on what I should do now are appreciated cause this is getting to the extent of my expertise. Don’t have a multi meter or anything like that. Getting ready to deploy soon and wanna get this done.
