Default 350 HP while keeping TPI... Is it possible?

I have an 89 C4 Vette with everything but the brakes stock
Looking to teardown and clean the engine through a shop soon figured I might as well throw in some (debatable) upgrades while I'm at it

I understand this is gonna be a bit of a monster financially, but besides that, I have no idea where to start, even the research escapes me
My buddy who owns a 96 c4 suggested an upgraded Cam along with a valve train for the cam, a full exhaust system with long headers, an aluminum radiator with electric fans, and a smog pump delete.
of course, he also suggested if I wanna go nuts to convert it to a 383 with forged rods, aluminum heads, an intake, and a good tune

Im looking for a HP range of around 350, is this possible with the Tpi?
Budgeting as we go, I have a good amount saved up and can save more as necessary but whats a good ballpark for the cost of the necessary mods?

Please keep the terms simple and expand on abbreviations, not a total noob but as I've said, no clue where to start but would love to learn as much as possible

The older ZZ4 crate engines were making 355 hp and they were essentially L98 engines with a little bit bigger cam and a carb.

So if you get a high flow TPI manifold or something like a Super Ram, a cam with about 212 deg @.050 and a 112 lobe separation angle (LSA), as well as the full length headers, you can easily make 350 hp even with the stock L98 heads.

You want to keep what exactly? The TPI intake as it is? Because that is the main restriction here, along with the exhaust manifolds.

A lot follows from the answer to that question.
