94 corvette no start no security light

We got as chance to look at car and this is the list of fuses that have no power to fuse.
1 A/c MDl
5 HTD MIR
9 Crank air bag
10 Crank p/n clutch
11 RH illum
12 LH Illum
13 CNSL Illum
14 F.P. 1
15 no terminals for fuse in bank
20 power but have direct short
21 ENG 2
22 inj 1
23 inj 2
24 turn
25 coil
26 P.K.E.
27 cluster
28 backup
29 fan
30 eng1
31 pwr mirror
32 cruise
33 E.C.M.
34 air bag
35 CCM1

Also we did pull, push and move the harness coming from Maxi fuse box and nothing came on on the dash or flashed.

Those I believe are done with 'key in pocket' or 'off' in ignition. Run through your short list (posted fuses) with key in "RUN' and eliminate those that are OK then, that should get you a much shorter list that will likely be a bit easier to offer thoughts. If those are also with KEY in 'RUN' then there are many issues, I asked if you had the FSM and you didn't mention yes/no but I'm guessing no. You really should consider one.

Yes I did order a FSM. Also the key was turned to the run position when i was testing power. So all the above dead fuses are with key turned to run.

Well we figured out the problem!!! Like I said in beginning post, we bought the car with little to no info but for cheap.

Whoever had the car previously has some kind of a security anti theft system and in order to get power to the dash or CCM they ran a wire to the dimmer switch. So you have to turn on interior lights first then start the car! I tried that kind of stuff before even posting here but for some reason the wire was not getting good ground.

Long story short when we pulled the dash apart we noticed a wire (not factory) coming from dimmer switch. It had a butt connecter sticking out and when we went to test if it had power, it grounded out and guess what, all the light and everything came on as it should!!

Car has been sitting in storage since 2013, it is a 1994 Corvette convertible with factory hard top. Interior is in almost perfect condition and outside is straight as can be. Clear coat is pealing like a lot of these cars but that's ok we will paint it anyway. Needs new transmission, only shifts into 2nd and also had to put a new alternator and pigtail. Other than just some cleaning up car runs perfectly and is all stock.
