Damn man, it's nice to have the right tools for stuff.

Do you have a 'relationship' with a GM Parts Dept or maybe a Service Dept employee? The dealers are supposed to maintain an inventory of tools. Some do, some don't, some have very accurate inventory, most don't. J-39046 is a multi piece special tool and if they inventory it, it's complete maybe you could arrange a rental or borrow. A dealer I buy from if I need a tool they have I can generally arrange it. If it's older they're inclined to, newer don't even ask! They've been very good in the past about lending various FSM for a project too.
The FSM has an illustration of the kit. There's threads related to DIY fabrication and I believe a '96 is maybe a bit different requirement.
My experience with HF stuff is if it will work once, it should work more than once. We ain't professionals here so cheap tools that work are the way to go. No idea if anyone has used it for your application, just speaking to the tool brand itself.

I actually use their stuff a lot, but it really depends on the brand you buy there.
For instance, my 40-200 in/lb Icon torque wrench is EXACTLY the same as the Snap-On one I have at work. Except the etching on the head of course, but in every other way it's the same wrench. As far as I can tell their Doyle, Quinn, and Icon brands are actually pretty top notch at a decent price. But I haven't really tried their Maddox yet.
I'm not a HF rep, but have had decent experiences with SOME of their products lines.
I could just rent one from the auto parts store, but $80 isn't terrible. Idk. If they have the same one at O'Reilly, I could keep it for cheaper. Maybe I should wait and see.
