Onboard voltmeter...

I've noticed that the voltmeter on my dash of my 86 isn't that accurate... If I have the key in the on position and read the dash, it says it's reading 11.5-11.7V and has a red stripe to the right of it. However once I measure the voltage using a multimeter on the battery terminals, I usually get about 12.4V key on. When the car is on it reads 13.8V at idle and 14.4V when I get going, so it seems to be accurate when the car is running... I'm confused! Is this a common issue that has an easy fix? or is it an electrical gremlin that I'm going to go crazy trying to fix?
