I'll answer myself, I hit it with a big hammer and made it fit. the loud noise it was making is gone but it still whines a little, is this normal for these cars? I have a 68 vert that has power steering and it don't sound like this

Those tubes are pressed in. I've put them in a vice and spun them some. I've swapped them and used green lock tight on the end. Try some Lucus power steering additive, it may help with the rack.
