Even if both front calipers were bad, the rears should still lock up. I still think both people here most likely have a bad booster or vacuum supply to the booster.

I've replaced my booster, and the check valve, but don't know how to judge my vacuum. Also, I've not been able to locate the fuse for my ABS system, to pull and see if there's any difference, but I have no codes or anything pointing to an ABS problem. Still, I haven't been able to rule out a faulty ABS system. Can someone tell me where the ABS fuse is? I looked online with no luck. Plus, does anyone know how to test vacuum efficacy? The only other thing I know to do that I haven't done is to replace brake lines.I see nothing wrong with my lines. Calipers have just been lubed, when I replaced rotors and pads. Master cylinder is new also. Maybe this vacuum is my trouble. How to tell?

The problem is solved!!!! After replacing the brake booster with aftermarket Chinese POS, with no change to the braking I have purchased a rebuilt original booster, installed it and the breakes worked great. After chasing this problem for months my recommendation is stay as far away from the aftermarket boosters as you can and have yours rebuilt.
