Cannot Get FX3 Working and Really Need Help

1990 with newly rebuilt shocks. The light was on before I had the shocks rebuilt but I forgot to pull the codes then. Now getting codes:
14 - Right Front time out
21 - Left Front time out
32 - Right Front out of position
The gears are the newer, harden variants made by Captain Z and turn freely by hand. I have two extra actuators for a total of four and get the same codes no matter which actuator I use on which corner. When I take the Left Front actuator off and turn the key to On, the actuator gear will turn a tiny bit in both directions, maybe 20 degrees (all four actuators I test on this corner do the same). When I take the Right Front actuator off and turn the key to on, the actuator gear will only turn counter-clockwise and nearly 180 degrees (all four actuators I test on this corner do the same).
I'm stumped.

Have you checked the controller? and its plug it's behind the driver side in the ABS box on the right side. Do an ohms check from it to the wheel plugs.
