I don't know a whole lot about c4's but my friend just bought an 84 cross fire and he was looking to spend about 1500 to hop up the motor a little bit, so what do you think the best bang for buck upgrades are for 1500 dollars???
If emissions aren't an issue he can spend about $600 for some ceramic coated hooker 2151 headers and ditch the cats in favor of straight pipes. It will really free up the exhaust and give it a more aggressive tone.
His exhaust will then also be set up to amplify the affect of any intake mods that he chooses to do. There is a new intake setup for the crossfire that is supposed to help a lot, I think it's called the x-ram. He can probably get it with the money leftover after the headers and it'll be like a whole different car.
A lot depends on what he expects from the car and how he will use it. I cut 2 full seconds off my 1/4 mile times for less, and never touched the 150,000 mile short block. The X-ram is the only Crossfire compatable manifold available. It circumvents the crossfire principle, but it does take the crossfire air cleaner assy, and LOOKS stock (sort of). I have no experience with it but some think it is great. I think it would have to be terrific, if it was more effective than my porting job. Good luck, and...
I think I also agree with the previous posts. Some headers, an X-ram, and get the throttle bodies bored 2" over. THen find a new cam to take advantage. Of course if you get a new cam, you'll want lifters, valves, new quides, springs, pushrods, 1.6 rockers, etc so it can get pricey quick. And then you'll want to replace the timing chain, get the car tuned AAAhhhh, it's a terrible process. Just drive it until it quits and buy a newer one, probably cheaper in the long run....
Save your money on the Xram. They did a dyno before/after comparison between a stock Xfire manifold and and Xram. Picked up 25hp. Now that's not bad but it'll cost you $400 and you gain the same HP by port matching the stock maifold and a few other tricks. It'll cost you some elbow grease. Check out the FAQ's at www.crossfire.webhop.net. .  Also you can search for the thread about the dyno runs with the Xram.
