Can't supply you with refinishing info, but can tell you that eBay has sawblades in profusion and they are CHEAP! Probably cheaper than refinishing.

I have used Wheel Collision Center and can highly recommend them.
I think aprox. $75 -125.00 per wheel (depending what you want done).
They are great to deal with.
I used them when a ham handed air wrench jocky runed all four of my sawblades while installing new tires. Their insurance paid for the repair. When I got them back they looked BETTER than new. The aluminum was shinier and the clear coat was better. wheelcollision.com
