Bottle heater problem?

Bottle heater problem?
My bottle heater gets VERY hot...hot enough to smell the plastic it's covered in. Where is the proper location for my thermostat? Directly between the bottle and heater near the elements? I have it tucked away from the elements, and am figuring that's wrong. Any help?
