Default HOT 95'

My just aquired 95' LT1 heats up in slow traffic. Fans do not come on up to 250 degrees. The fans will come on when I turn on the AC and temps goes back to normal. Temp sensor? ( if so, where is it located? ) or ECM?

Sounds like the temp sensor.

If similar to an L98 it would be found in the front of the block below the air duct.

If the car is stock, what you describe is normal. GM set these cars up to run hot to better control emissions. The fans are set to come on at a fairly high temp (225 deg. I think), or when the A/C is running to take the heat out of the A/C condenser. Put a Hypertech 160 deg. thermostat in and set the fans to come on at a lower temp. You will need a Hypertech Power Programmer of something similar or LT1 Edit or TunerCat software to reflash the PCM to change the fan settings. Then you should see lower temps. I live in south Florida and did mine in 1996.
