the safety on this a low pressure switch that sense's a loss of refrig and will disable the compressor. The oil would only leak out if you had a refrig leak, thus diableing the system. If it's cycling you are low on refrig.
Will an A/C compressor turn/click on if it's low on oil, or is there a safety feature that prevents this?
Freon and oil are two different things in the system. If it's low on freon it will cycle. You need to use pressure gauges to check it and fill it right. Too much liquid freon or oil and the comp. will lock up. Worked on many of those shadetree mechanics A/C systems with locked up systems. (Can't compress liquid). Ther's also a low freon switch that shuts the comp. off. Easy fix. Your system sounds like it's just low on freon. They sell a single gauge for the high pressure in a kit if you have 134a. R12...good luck. I have 4 cans left out of a case I bought 2 years ago. You can convert it to 134a also.
Thanks for the help. I guess I should have been more detailed. My compressor died so I bought a new one. While It was waiting to be installed, the rubber plug popped off and an undetermined amount of oil leaked out. So when I turned the car on it would not click on. I guess I have to take it back off and drain the oil so I can re-fill it with the proper amount.

If your doing it yourself make sure you add the right amount of oil and vacuum the system out to rid all the moisture or you'll be back to step one.
