I have a recently rebuilt 94 LT1. It was rebuilt by BES (Bischoff). My question is:
BES Stroked and bored to a 383
Lowered the compression a slight bit (Around 9.6 He is confirming)
I added Roller Rockers (1.6)
Removed the CATS and added Hooker Long Tube Headers
Replaced stock Injectors with 30lb (Tought maybe a Procharger would happen)
Added Adj. Fuel Pressure Reg.
Can I still use the stock program (or the Hypertech one)?
Should I send the ECU off and have it done?
If so who is the best/Fastest and what exact info will they need?
What PSI should I adjust to?

How I got into this sutuation is a LONG story but it has not been a good month.
Good Advice. How important is it that it is tuned on a Dyno or can a good programmer do it without a dyno? I am looking at LT1DAVE near Cinn. He comes well recommended from some F-Body guys but he does not use a dyno.
