Default Injector question, '91 L98

I'm diagnosing a rough idle in my '91 L98. Using a fuel pressure drop tester, all the injectors seem to flow more or less ok. Using an Ohmmeter on them, they all seem ok, except one reads about 9.8 ohms. This 'bad' injector seems to be doing most of the work at idle, if I pull the connector off it, it effects the idle much more than if I pull the connector off any other injector. I realize that this injector needs to be replaced, I was just wondering if anyone could offer any more insight, such as why the flow test didn't turn up a problem.

Was the flow test done at steady state or with say a 5% duty cycle, like at idle?

The injector may open fully under steady current condition yet not respond well to rapid on/off pulses like at idle.

Also compare the condition of the spark plugs to a clue.

Was the flow test done at steady state or with say a 5% duty cycle, like at idle?
I turned the ignition to on for about 10 seconds to get fuel pressure up, then turned it off and tested. I have one of those tools that energizes the injectors for a precise amount of time, and I read the fuel pressure drop with a separate gauge.
