Noisey steering when cold.

You can use a turkey baster to suck most of it out of your reservoir. Is it a milky, cloudy gray color? Does it have bubbles in it? That's a sure-fire sign you've got a bad seal and your pump's drawing air into the fluid.
Buy one can of ghetto PS fluid and one quart of Valvoline SynPower or GM Synthetic Power Steering Fluid (Part No. 12345866 or 12345867 and fill your reservoir to cold (or hot capacity) depending on how hot your engine is when you do it.
Add the cheap fluid to the resevoir, turn the wheels from lock-to-lock and siphon the fluid out. You can get about 80% of the old fluid out this way. Once you're satisfied the dirty fluid has been flushed, siphon it all out AGAIN, then add the premium synth fluid to your reservoir.
This might buy both your pump and rack more time. If the noise persists, consider replacing your power steering pump seal OR the entire pump (I would just to avoid problems down the road) possibly your rack, too.
Hope this helps.
