HELP !!!! RH head light will not rotate!! 84' Coupe
RH headlight won't rotate, bought an actuator relay, but can't find where it goes, on the LH forward of the wheel well is a module where the door actuators plug in and also the head lights. I've tried turning the **** but it still doesn't work, is there anyone out there have any ideas? thanks :confused:
Can't comment on why it won't rotate but i'm sure others will chime in. Don't know if you checked the tech tip section but this is one that I found on the subject.

Several things could cause this. There are 3 relays. Two of them are the same and you can check them by swapping and see if the problem moves left or right. The actuator relay is common and you have to check the output or replace it to check it.
Put the light switch part way so only the parking lights are on, then try manually turning the **** until the light is half way up. Then turn the lights off. If the light won't go up OR down the problem is in the motor. Motor has contacts and brushes inside it. If it goes one way but not the other, check the contacts. If it won't go either way check the brushes. If the brushes are bad, you will have to get a motor. I have never been able to find a source for the brushes. Wish I could. We could all save some bucks. Sometimes a bad brush will repond to whacking the motor with something like a screwdriver handle. Mine used to do this and I would get them to move by hitting them on the side. (gently and with something not too hard)
It is kind of a pain. But as a final check of the motor you can remove it from the headlight assembly and take it over to the other side and plug it in. This will split the problem down to 1. Motor 2. Wireing, relays, fusable links, etc.
Try these things and then give us some more information on what you saw and what the symptoms are.

I had that happen on my 88 when driving in the rain. Check the wiring & connectors under the hood...sometimes they get loose and let water in. I cleaned up the contacts with contact cleaner, reconnected, and taped up. Works like a charm.
