Just a guess, but isn't that AIR injector tube from the AIR pump on the front of the motor? On an LT1 they have two check valves, one on top of each exhaust manifold, the electric AIR pump drives them. The purpose is to light off the cats quicker. I'd just dump the AIR system, esp if you're not using cats.

yeah, there is a pipe that goes from the air pump to the cat. when I went with true duals and long tube headers with no fittings I used the BPP air pump eliminator kit and made a block off plate for the EGR
