I have a 91 Six speed some times i have trouble shifting from 1st to 2nd. if i shift at low RPM or a little high RPM its fine, but at a ceriain speed (which is my normal driving) it will not shift in second,??????
You can disable the 1-4 shift lock-out by disconnecting the relay located behind the passenger side wheel well liner (if your vette has one), or disconnecting the CAGS coupler at the transmission.

Yep, simply sounds like CAGS. What it is, to the best of my knowledge, is a solenoid that engages at a certain RPM to prevent you from shifting and racing and basically doing everything the car was designed to do     You can thank the insurance companies for that. Luckily it only takes about 5-10 minutes to remedy.
1.) Put the car on jack stands on the driver's side
2.) Look under the car at the bottom driver's side of the transmission.
3.) Just behind the hydraulic cylinder you'll see a little barrell shaped thing about a little bigger than a D cell battery.
