Digital Dash problem...

Digital Dash problem...
First I blew the dash fuse...
..so I put a new one in, and the dash doesnt light up anymore but you can still see the numbers in the background
Also the turn signal indicators are always lit up
Would this be a bad headlight switch? Or something else?
