Default scanning at Idle....QUESTIONS!!

Ok, My car has this weird idle problem that sometimes it will just up and idle high around 1,200rpm...maybe she'll come down to 800, maybe not. if i restart it sometimes it will help, other times it won't. I've been scanning it while the problem is happening and while it hasn't been. TPS Voltage is set to .54V. when the idle is good, i mean at 800 not acting up it's IAC counts are 74ish, when the thing acts up it's around 101counts. BUT, the TPS % is at 1 when the idle is high, and 0 when it's fine. So it think i'm just taping the gas pedal....but i'm not. So why would the ECM be seeing 1% throttle when the Voltage is .54 and other times 0% and it's .54??????? This has to be the reason why the thing idles high and weird. B/c i even took Carb spray and went around checking for Vacuum leaks. NOTHING. Anyone have an idea here??? Oh, and i also checked the VSS on the scanner during normal idle and bad idle... always 0 mph. Clsd loop too. the TPS is bothering me....1% and it should be 0%. Help....please.

also, what is the IAC count supposed to be at hot idle?? what is the procedure with a scanner on setting idle?

I don't know if there is a difference in idle IAC counts between the L98 and LT1. But, my LT1 idle IAC counts ar 30 @ 750 rpms.
