what's this thing do?

ive never seen one of these before, but it's plugged up on my car

Whoops, image hosting glitch

im referring to that sensor coming out from under the distributor with the metal hose attached

EGR pipe. Passes exhaust gases from the exhaust manifold to the base through the EGR valve when open and into the plenum.

You'd want to fix it.

i have headers now so it's kinda hard.. what will it hurt? performance?

yep that is egr pipe..and the egr senor ..the dreaded code 32..

i took mine out..and blocked with plate on manifold..no more codes to worry about. also remove the entire air injection system and egr system..replaced with this air pump kit which i built myself:
