Any1 else have this Aircon gremlin ?

The aircon seems to work fine - but - when i turn the a/c off, a few seconds l8er this very loud hissing / whistling noise develops. It lasts about 15 seconds and then dies off - snds a bit like one of those whilstling kettles boiling or an airbed deflating lol - but even louder.
It doesn`t seem to be mechanical in the sense of pulleys / compressor etc. cos it does exactly the same thing if my a/c has been on and I turn the engine off. It seems to be coming from the bulkhead area near the evaporator - but i can`t really tell if it is coming from there or from a pipe / valve nearby.
Also i think it seems to have something to do with the pressure cos when running the a/c and the temperature reaches the set level (electronic a/c control) and the cooling fan cuts off when cycling, then the noise comes back again - then once the fan starts the noise goes away after a few seconds. I could understand it more if something was leaking and it made the noise when the A/C was working flat out - but it seems to be the other way round !
Like i say it feels cold all of the time - but i wuld like to cure the problem if there is one. Maybe its just a characteristic but it seems too loud and annoying to be normal.
Any help is greatfully appreciated, cos I don`t really want my vette to sound like a kettle.
1 other thing - i`m putting some new bilstein shocks on in the next few days. Is there anything i should put on the shock body to stop them rusting in bad weather. I`m tempted to put a film of grease or something on them - but i dunno if it will attract the dirt and grit and increase the chance of it damaging the seals.
Tnx guys

Still whilst it keeps pumping out the cold air, as long as its not gonna damage anything, i`m not gonna mess with it.
Tnx for the info.
